La intervención operativa de los profesionales de la seguridad pública y privada está condicionada por múltiples factores internos y externos que precisan una reflexión permanente sobre los medios con los que desarrollan su actividad diaria y la capacitación que adquieren y sostienen durante su vida profesional.

Las implicaciones derivadas del uso de la fuerza policial tienen, entre otras, naturaleza jurídica, criminológica, médico legal y tecnológica, y es necesario realizar un esfuerzo científico para poner en relación unas áreas del conocimiento que han afrontado tradicionalmente esta problemática de forma aislada.

El Congreso se desarrolla en el seno de un Proyecto de I+D financiado por el Ministerio de Economía y Competitividad, DER2012-35997-C03-01, del que forman parte investigadores de la Universidad de Cádiz y de la Universidad de Granada, y en el que participan como Entes Promotores Observadores la Escuela de Seguridad Pública de Andalucía, la Jefatura de la Policía Local de Cádiz, la Autoridad Portuaria de la Bahía de Cádiz, la empresa EULEN, el sindicato CSIF, la Confederación Española de Policía y la Asociación Española de Guardias Civiles.

Dividido en tres paneles temáticos y una mesa de expertos internacionales, el comité organizador invita a remitir a cualquiera de las cuatro sesiones sus ponencias, de forma que permitan convertir el Congreso en un espacio de intercambio de ideas y reflexiones en torno a la intervención policial.
